Not everything that was originally going to be in a game needs to be in it.The MIB88 Megamod current full version is 2.45.3 with a 2.45.4 incremental patch to apply (included in the file). Most of the quests in Fallout 2 were "go here, do this, come back", but there was a sense of illusion about it that made them interesting. They weren't put in the game because they were pretty dumb and pretty distinct from the rest of the game, not only in content but in quality.
